I want to review my report's Year End Form / Objectives even when a transfer event occurs to me or my report during the review period.

Since Year End Form is routed to the manager of when the form is launched, you can review it once your report sends it to Manager Assessment step.
Objectives are always routed to the latest manager, please ask your report or his/her new manager to share those with you such as in PDF format etc. if you want to review those.
